On Wednesday, Maloni said Manafort intends to register with the Justice Department as a foreign agent for that work. The same day he resigned, The New York Times reports that papers show Manafort created the shell company Summerbreeze L.L.C. While he initially claimed the ledger listing $12.7 million in illegal off-the-books payments was fake, on Wednesday the AP confirmed that Manafort's consulting firm received at least $1.2 million of that money.

Since then the scrutiny of Manafort's business dealings and his connection to pro-Russian political figures in eastern Europe has only intensified, and now Manafort has realized that he should probably register as a foreign agent. Since returning to the USA after advising the Ukrainian presidential campaigns of Viktor Yanukovych from 2004 to 2010, Manafort has used shell companies to invest millions of dollars in properties in New York, Florida, Virginia, and Los Angeles. The bureau said it is not investigating Manafort because he is not a Ukrainian citizen.

"The work in question was widely known, concluded before Mr. Manafort began working with the Trump campaign and was not conducted on behalf of the Russian government". Documents they obtained detailed wire transfers and political strategy memos written by Manafort in 2005 to influence US politics, business and news coverage in favour of Putin.

The AP provided to Manafort the amounts of the payments, dates and number of the bank account where they were received. He has agreed to be interviewed by both the House and Senate committees investigating Russia and offered "to provide information voluntarily regarding recent allegations about Russian interference in the election", his spokesman wrote in a statement in March.

A $455,249 payment in November 2007 also matches the amount in the ledger. It is now inactive.

Ismail Shinwari, the governor of Achin district, said the US attack was carried out in a remote mountainous area with no civilian homes nearby and that there had been no reports of injured civilians.

Maloni accused Leshchenko on Wednesday of changing his story, saying Leshchenko had previously said the ledger detailed cash payments but now said that wire transfers support his allegations.

As the AP reported last month, USA authorities have been looking into Manafort's financial transactions in Cyprus. Former National Security Adviser Michael Flynn registered with the Justice Department earlier this year for work he did that could have benefitted the Turkish government.

Dozens of Ukrainian political figures mentioned in the Black Ledger are under investigation in Ukraine. Lowther says the MOAB doesn't even come close, at 0.1 or 0.2 kilotons.

Associated Press writers Nataliya Vasilyeva contributed reporting from Kiev and Moscow, and Lynn Berry from Washington.
