Trump orders overhaul of H-1B visa system

U.S. President Donald Trump's "Buy American, Hire American" executive order on Tuesday left questions about how the government would enforce the order and whether it would make a real difference in output and employment, according to steel executives and analysts.

Laws requiring the use of USA -sourced goods and services for government contracts would be bolstered by an executive order issued April 18 by President Donald Trump.

"The effort to repeal Obamacare illustrates how hard it is to get Republicans to agree on an issue", Stock said. "They voted to bring back their jobs and to bring back their dreams into our country".

About 6 percent of the visas now go to the Labor Department's top skill level, while 8 in 10 workers using the visa are paid less than the median wage for their fields, the White House said in a fact sheet distributed to reporters. Many Trump-branded products, like clothing, are made overseas. The percentage of Americans who disapprove was about the same: 54 percent compared with 56 percent in February. The U.S. tech industry's need for skilled workers is only "accelerating because of intense competition", he told CNNMoney on Wednesday.

In signing the executive order, Trump said, "American projects should be made with American goods".

"Everyone in my administration will be expected to enforce every last "Buy American" provision on behalf of the American worker, and we are going to investigate every single trade deal that undermines these provisions", he said. "And, the best way to make America successful in this environment is to arm our people with the technical capabilities that enable them to win that global contest for prosperity", Pinchuk said in a statement on the company's website. "We should allocate visas based on who wants to pay the highest salary to avoid undercutting the wages of American workers", said Lofgren, who has sponsored one of several bills on the topic.

During the campaign, Trump was critical of the visa program and pledged to end it, saying firms were using it to import cheap labor at the expense of Under the program, the government admits about 85,000 immigrants each year, largely for work in high-technology jobs.

Trump's order seeks to ensure the visas go only to the most skilled workers.

The order also directs all federal agencies to re-examine waivers and exceptions to government rules and trade agreements that require a preference for purchasing from American companies.

While construction industry associations are typically in favor of anything that will boost American manufacturing, they are also sensitive to how these types of rules affect their member companies, who might see their bottom lines shrink under such restrictive "Buy American" sourcing policies. "And part of the problem today is the respect for those jobs is in eclipse, the respect for the dignity of work is in eclipse".

The "buy American" portion of the order directs federal agencies to conduct a "top-to-bottom performance review" of the use of waivers to the Berry Amendment and the Buy American Act and for stricter enforcement of laws pertaining to the use of US -made iron and steel in projects supported by federal funds.

"No one can compete with American workers when they're given a fair and level playing field, which has not happened for decades", he said.

Trump said Canada has been "very, very unfair" to dairy farmers and "we're going to start working on that".

The president's America first motto doesn't match the reality of business practices that made him millions. "This is the surest path to a more peaceful and prosperous world for us all", he said.

As he nears the 100-day benchmark of his presidency, Trump still has no major legislative achievements.

The trip brings Trump to the congressional district of House Speaker Paul Ryan, but he is out of the country on a congressional trip. He defeated Democrat Hillary Clinton by about 27,000 votes to become the first Republican to win the state since Ronald Reagan in 1984.
