In light of this, Michigan Attorney General Bill Schuette today issued a warning to gas stations against any attempt to take advantage of consumers by price gouging or price fixing.

"These are things you can't do in Texas", Paxton said in the interview.

Texas Gov. Greg Abbott also spoke out against price gouging, calling it "un-Texan".

Anyone who does so can be hit with a $20,000 fine per occurrence, or up to $250,000 if the victim is someone age 65 or older. If the matter isn't resolved, a complaint can be filed directly with the office.

"We're looking at prices over the last three months", Paxton told ABC News.

On their website, the Office of the Attorney General describes price gouging as "selling or leasing fuel, food, medicine or another necessity at an exorbitant or excessive price" or "demanding an exorbitant or excessive price in connection with the sale or lease of fuel, food, medicine or another necessity".

Photos submitted to GritPost appear to show price gouging for bottled water at various stores across the Houston metro area, including a Best Buy offering $29 and $42 cases of water.

But what's the difference between supply-and-demand pricing, and price gouging? One Best Buy in the Houston area was among the companies caught cashing in on water. But the company is now apologizing and saying it was all a big misunderstanding.

The attorney general added that he's received more than 500 complaints and 225 emails about such scams and expects plenty more.

Meanwhile, some businesses sold water bottles for $8.50 each and cases for $99, Lovvorn said. "The mistake was made when employees priced a case of water using the single-bottle price for each bottle in the case".

'This was a big mistake on the part of a few employees at one store on Friday, ' the spokesman said. We're sorry and it won't happen again.
